The decree as it is right now, is good enough and doesn't need a change.
I myself keep an eye out for unregistered corsair capships and make sure they register. A few others of the OPG do the same.

I do agree we should be more active against people going outside of the stated zoi.
We could also try to convince players that corsair capital ships aren't flown without a good reason (hanging outside crete isn't a good reason, at least not when it's done all the time).

The extra addition to the ship name, to make it clear that a ship is registered, doesn't add anything. You'll still have to check with the registry-list. And if it's not there, you kill it, (same as it is now).
