Corsair Capital Ship Discussion, a new directive perhaps

The decree as it is right now, is good enough and doesn't need a change.

I would however insist in adding one specific point - Capital Ships Capitans MUST be in possesion of a smaller vessel e.g. a fighter or a bomber.

Reason for that is quite simple - Yesterday for example. 10 Ships in Gamma. 5 of which cannot leave the system - A Legate Dread, 2x Praefect Cruises and 2x Huntress Cruisers (One full nomad but nevermind), To the point - A fleet of caps that size shouldn't really even participate in Crete's defence in case of attack (fair-play wise) which makes half of those fine ships and their capitans completly useless.

I myself keep an eye out for unregistered corsair capships and make sure they register. A few others of the OPG do the same.

That was the main reason of this thread.

I do agree we should be more active against people going outside of the stated zoi.
We could also try to convince players that corsair capital ships aren't flown without a good reason (hanging outside crete isn't a good reason, at least not when it's done all the time).

And what shall we do when we spot a Junker ID'ed and IFF'ed Praefect class cruiser, loaded with Nomads flying "peacefully" through New York? Vessels name is Guard_00, i've got some photos of it, which were taken in Alaska - Liberty authorities doesnt like my smuggling vessel hence i bothered about the cruiser after ensuring my own safety.
