About the Inferno, that is a very hard issue, on fighters its really not important, mercs and most of theoutcasts allies abuse it on bombers, but fighters its not going to imbalance anything, the capital ship versions on the other hand, are much more difficult, seeing as they seem to give a huge edge if you use them, and it should be universal, unless razors on cap ships are brought up to inferno levels in terms of balance, like the fighter inferno compared to the fighter razor.
