So orders given by Bs| to non-Bs members are banned, but orders given by a Council whose members are chosen by Bs| to non-Bs members are not banned? As an entirely uninvolved observer (I have no Order chars of either persuasion) I find this logic hard to follow.

We all know what 'dealt with' means to the Bs. Even if it doesn't mean being pvp-whored, this certainly doesn't suggest that complying with the Council's dictates will be optional.
