It doesn't, but it is considered. To me it seems that proposals are not weighed on RP by the Admin team, but by filling a empty NPC hole. There is usually a reason that a role isn't filled in, and it generally fits that the RP isn't worth putting on a player, being too dreary or in some cases becoming outright drudgery if it isn't spiced up with something that is out of Roleplay and therefore a reason to reject the same faction...
Back to the corsairs, Here is the RP of the three Clans...
(+): A Rebellious Corsair Group who disagrees with the Diplomatic efforts of the Council of Elders and solves problems with Conflict
(Benitez): La Familia Benitez, full of sisters, brothers, mothers, fathers, cousins, exc...
(OPG): A collection of Pirates from the Omega 41, which has defaulted them into being Corsairs.
This leaves hundreds of possible RPs. What if someone wanted to duplicate Benitez and make "Rameriz" family instead? Rejected because there is already a Benitez? How many kids could the Benitez really have? Do their profilic nature honestly drop the birth rate of other Corsair families?
No RP consideration in saying it will probably be rejected on the basis of there already being one. Sure, I can see that maybe we want to keep the amount Factions small, but on the other hand, what about not being able to work with people? Should those guys have only the choice of independant or working with someone they just don't get along with as their "leader"?
I think the problem would be solved if Admins would talk on a serious basis with people who were trying to make a faction. The Problem that was mentioned here is everyone and their mom created a faction with no thought at all. If someone is discussing it with an admin, then it isn't as much of a problem, and people would be more willing to try unique stuff. All the rules could stay the same, just add that admins are free to discuss long before it is approved on the chances of approval. Those who refuse to talk to an admin or who do talk to an admin and don't listen will still get their mnoney taken, discouraging them from being foolish, while those who are willing to work things out have a chance of being different.
