Looks like they've got a handle on the same thing, non? RM in particular, and I quote:

So, if they've not met with RMHC approval, they don't get the BS/Cruiser, simple as that. I have only ever seen one RM BB that wasn't a member of the faction, and his behaviour has always been impeccable, and roleplay excellent, even while we were blowing him up
