Well, see.. that's just it. We've got Order tagged and ID'd players in ZONER ships going way out of their way to PVP Whore in systems outside of Order ZOI. Putting this kind of restriction up for capital ships might work to a point, but it won't curb the stupidity.
*shrug* If it was that easy, then I wonder why people get flamed for trying.
