Alas, it's been this way to some extent for at least as long as I've been around. At least most enforced rules now days are actually cataloged in a rules section; used to be an Admin(s) would say something's a rule once, in some 10+ page thread, where some people remembered it but the only people who could find it were those who bookmarked it. Things are better now.
