I'll deal with the cap ship crap when I've actually had a chance to step back and away from the flames i have received in the last week.

Fortunatly, not with a Roundhouse kick.

My problem with this whole situation isn't the concept, it is the selection of members who make up the system. I do not believe that it will be of benefit for the vast majority of order players.
YES, I KNOW THAT IT ISN'T ENFORCEABLE AGAINST NORMAL INDEPENDENTS
The problem is, enforceable or not, some will try to enforce it. Just as some Bs| members have tried and been sanctioned for in the past. Some will allow it to get away, some may fight back rightly, but it will still end in conflict with independants.
As such, I really and firmly believe that a "Do as I say or Else" attitude of forming it is a -BAD- idea. I believe that a different leader should be chosen, and a better methoid of picking the members on the council be used. I, being an American, believe it should be democratically chosen, at least initially. There may be a better way of choosing the head then Democratically, but I will not stand by the Council with any order character as long as it is lead by a decision made by Wolfpack. I do not trust in him enough to be willing to give this upcoming RP conflict into his hands. I might have more faith in him if he responded to people a little better, but he hasn't. I have nothing against the Bs| having the same number of votes as the Independants, or any future order factions, but I do have problems with a self-appointed head, or members chosen by such. Does the Independant community really feel that Tenacity and stewcool should represent them? I know the Bs| thinks so, but does the community? The reasoning for rejecting my statements, that only those that participate isn't a valid dismissal of what I have said, because even when not allowed, Order player factions have had a history of imposing their will on others.
