This can go for more than just the order's ships. The zoner juggernaut, the order carrier, the liberty battlecruiser and liberty carrier, rheinland capships, etc. Not all ships need to be regulated, just the ones that are more powerful or more rare than usual.
I don't believe that a person should be FORCED to register and participate on the forums to play the way they want to play as long as they dont break server rules. It sounds to me like what your trying to say is that if someone dont register/participate on the forums, then that person dont deserve to play on the server, or dont deserve to fly a capship, or have thier in-game rp recognised and accepted.
Not everyone enjoys "detailed uber godlike forum rp" or writing a report worthy of a college exam or trolling endless posts every single day to keep up with it all. It's impossible, i tried and it nearly gave me a nervous breakdown and is the biggest reason ive pretty much quit playing certain characters. TOO MUCH RP! Yea, laugh but its true, most of the people here are uber RP'ing people right off the server/forums. It's hard to enjoy a game when every tiny lil thing you do is scrutinized with a magnifying glass then stuck into an electron microscope then discussed in a 20 page post on the forum. Infact, ive had more fun since i gave up RP'ing on the forums, wonder why? Because the GAME and having FUN in it, is MORE important to me than staying on the forum 24/7 to see what new line of RP or Drama someone has come up with.
The server and mod should be just as fun for NON registered members as it is for people who have been in the forums since the beginning. PERIOD.
Simple as that.
Edit: On a side note; If an idea is needed on how to handle "oorp/capship/pvp whores" with no regard for in-game roleplay, instead of fining them all thier credits/guns/ships and setting them loose again, just turn them into "Nomads" reputation and all. Let the problem sort itself out in-game and give people the freedom to kill them on sight and vice versa. If all they want to do is PVP then atleast they will be doing it in proper fashion as a hostile alien species bent on killing everyone in the sector while speaking a language no one inRP understands. heh.
