Pirate ID grants its owner right to scan other ships and demand cargo, engage bounty hunters and lawfuls, fulfil bounty contracts, participate in military operations on unlawful side, and trade. Pirate ID owner cannot ally with lawful forces.

Spot the difference, other than the cruisers and battleships clause the only difference is what organisation you have joined. Both are considered Pirate ID's therefore halt is not a demand for either of them.

I can put this in green if you'd prefer, but the point is the same either way.
