How should this election take place? Please provide a solution if you're going to continually criticize this into the ground.

First all order people who can be bothered show up at a thread I make and vote as to whether people who do not have order characters should be able to vote.

Then, another thread I make, depending on the results of the first thread, has a vote by either all the people who have order characters or everyone as to who should be on the council.

Alternatively, the council becomes more like the Zoner council. (This is the idea I would support.)
