It seems I must remind Vieques Shipyard research staff to keep me alerted on the progress of their projects. Is the Junkboat a Harvester offshoot, or an independently created AI?

It is part of our charter that members of the Congress keep an open mind, in regards to AI and their rights in our proceedings. I myself can not refute this, as I am an engineered post-human rather than born from the gene pool. However, further inclusion of artificial intelligence into our society must be cleared by both myself and Deputy Arbiter Crow. Particularly an AI given such a powerful weapons platform to operate without prior testing.

Unit 762-99-B, you will write these directives into your memory:

- You will defend a 5k no-fire zone surrounding Junker bases.

But: you must weigh the reprecussions of all courses of action before exercising force.

Reason: Attacking House Military or Police vessels who have pursued a criminal into our perimeter will have greater reprecussions than letting an errant criminal die.

- You are tasked with defending Junker stations and personnel only.

Reason: Congress has no true allies. Alignment with parties in a dispute will tilt our neutrality and be hazardous to business and to Congress directives.

- Your prime directive is the gathering of valuable information while standing as a deterrent to hostile action.
