I still think the ID thing complicates it too much for a lot of players. 2 out of 5 vessels that I scan are sporting a Civilian ID (I'm talking about level 45+ characters, trains, container transports, VHFs, gunboats, cruisers, battleships...).
When asked about it the usual excuses are:

I'm working on it
I can't find a neutral ID
not necessarily in that order.
For most faction tags and IDs, it takes you a whole 1 hour and 30 minutes (more or less) to get, provided you got 2 mil startup money (this will get you in VHF too), it takes 1 bribe and 3 assassination/prisoner/loot missions tops for the desired faction (one more trick at the begining to loose the LN/LPI green which I won't tell, it's not hard to figure out, hint: find my posts with GNN in them), or a simple double bribe and 1 mission if you have the money (and that's from ANY reputation you have, just be untagged).
From a basic Starflyer and 8500 credits to level 35 and tag and buying an ID, it's some 3-4 hours (you wouldn't have the VHF as you've lost 1mil on the ID).
Problem with it is that people are just too lazy or don't care. It wouldn't be so hard just having the original faction tags, but whatever...
