- It is the instructors responsibility to judge weather the candidate is qualified enough (enough gaming knowledge, age, personality, attitude,) to be trusted with a warship.
- The licenses may not be passed or sold.
- Its important that anyone may obtain the license to the most of the warships in the game. The license price will be the tool to control the numbers.
*** Actually we may run this licensing system similar to real life car driving license system. You may get some negative points if you do something bad. You may even loose our license when you cumulate too many negative points.

I believe that learning how to RP is a very personal experience, one should help you with it but not dictate it!
Learning How to behave in system chat, in a cap ship or in a fight is something one should decide for himself.
If that "decision" is not appropriate he will be sanctioned and there is a good chance he wont repeat it again.
That system has worked fine. Yes, we get a lot of rule breakers every now and then, but you need just take
a look at the sanction report area: a lot of them get sanctioned every day.
The admins are doing their jobs, and as long as they do there is no need for a change of system.
As Xoria said: a new level of bureaucracy brings lots of work.
I would add:
-It adds injustice:
"I don't want you or anyone else to be judged as "qualified" to be RP judges.
It takes votes from the admin team to decide on such delicate matters.
Feelings might be (will be) hurt if the decisions are made wrong.
Would you or anyone else playing judge take FULL responsibility for the capship owners
future behavior? I think not. (and you shouldn't)"

FIRST: That we prepare a printable document: A quick guide through Sirius
We just put all stuff together, polish it and make it downloadable. And modify it with time
SECOND: We organize tutoring by.
- Selecting a team of people who are willing to teach. :cool:
- Organize regular seminars at fixed hours. (For example once per week)
- We post all basic info about this in the server chat bar.
- We use team speak (or some other means of verbal communication)
- And then everyone interested just shows up at designated hour on TS and waits for the course.
- Problematic players, :crazy:who get sanctioned, could have a chance to reactivate their characters after joining one of the courses. :D
