Like you Hack say that the problem is not really the LH~, XA or LR, and like Del said that they try to use the carrot for some of the players they encounter, then what more people can do? Really. I have found out that respected factions try to stay clear of mess. There might be once in a while individuals in a faction that causes problems (be that ignorance or just personality of the player), but mostly respected factions try to play fair and also take into account the receiving end. They can't control indies, so nobody really can blame them for their actions either.
Whenever I'm flying the faction colors (and sometimes my indies too) I do the same. I try my best to rein in my indie allies so that everybody can have fun. I never get into personal or say anything accusatory, but rather try to instruct why something is wrong (be that fair play, oorp etc.) about their ship or behavior.
And that's about it. Not much else you can do. Sometimes people take the advice. Some are silent and some just tell me to quit crying.
