This is an easy task to do. And less work than "Sanction reports".
So, (for example) only a Corsair clan leader could authorise a member in the purchase of a Corsair Gunboat. I did it with my clan. I posted the member in good standing on the forum AFTER a 2 week evaluation period. They started off in a clan Modded fighter, then soon after, the second ship. (depended on the clan).
We clan leaders were the teachers. I would not wish for someone else to teach my clan members how to RP my clan.
Here, for example, is the Junker Congress .:j:., and they do a great job (so far) with this practice.
Not only how to RP "Junkers" but how to interact in many situations at Disco.
See what works here and do more of it. Take a lesson from .:j:. please.
I used to RP in my BH Battleship. Used to until BH was fouled up and given a bad rep. I have yet to "Kill" another player in it or really desire to do so.
I do NPC missions in it now. That's it.
I like to RP, that is what is important. But I can't anymore in that ship.
I can not take it out of Omega-15. Last time I stuck my nose out I was immediately called a "Cap-whore" on system chat.
However, 5 players with credits can go to Crete, each get a Gunboat with bad IFF's and tags and attack traders in OORP locations. (Role-Play?? . . . "Pay or Die!!")

So this Battleship is a mighty vessel is a bunch of nonsense. I am a sitting duck in the thing.
So . . . My suggestions.
Make it so only the people who are screened by established clans -> can get a Cap-ship (Or Clan ship).
This is easy to do and you do not need a password protected server to do it.
This places more responsibilty on the clan (As a whole), and less on the Admins. That is incentive enough to do the right thing.
Battleships are not the end all-be all. They blow up real good, trust me. So did my Cruiser. All I heard was "Engage!" and 45 seconds later, me going boom!
A pack of Pirate gunboats are far deadlier and can be potentialy more of a OORP problem.
Stop selling Corsair Gunboats and Outcast cruisers in places that anyone can buy them.
The Conneticut system is the out-of-the-way-hidie-hole for PVP and OORP. Use it.
Make the next update use this sytem for new players. They "must" go there to get something to continue playing. (Or start there from the get-go.)
Change the Jump-hole to a gate.
Maybe they can't leave unless they do something . . . Don't know if that can be done.
While there, they are bombarded with Rules and Regs. There are many easy ways to do this at least.
Also, Manhattan will not be the mess it is now. New players see a cluster there and think that is what happens everywhere. They get bad ideas right at the birth canal. "Plz give me monie$ for a gunboat! plz :-)"

Cloister the New players. Those that are mature enough to last the few minutes of doing what they need to do may continue. This should weed out some A.D.D. problem children.
You can't force players to come to the Forum to learn, but you can force them into a system, bottle them up and spit em out when they show they have more than "2" brain cells.
We have many good players here . . . in all types of factions/clans. Give them the tools to teach "In-game".
