Salutations, Corsair Elders;

Let me first be frank in stating that business between us has always served us both well. We work together, we both profit from the deal, we both go to our homes at the end of the journey better off for the cooperation. In the end, we both progress in the advancement of our own designs.

The Congress understands that individual rogue pilots driven mad by hunger or poverty can commit rash actions. If a reasonable handout or loan is requested, it is an accepted contingency we have prepared for in our operation. Many of our transport captains have funds dedicated to retainer fees, to ensure continued good relations through profit sharing. This is done on their behalf and little is expected in return.

What we are not prepared to accept is any challenge to our sovereignity over Yanagi's perimeter. We have all agreed to the boundaries of Junker hospitality when in our own home. We would rather leave any summary justice in regards to Corsairs in the hands of the respected Elders on Crete. But we must inform you that rogue pilots, whether they be Outcast, Corsair or even Zoner who overstep their welcome in our perimeters will be removed through all means necessary if they are seen lurking in visual range again.

We wish only for good relations and mutual benefit, but Junker personnel will be defended in their own space.
