It obviously sounds as if this "encounter" happened within a few k of the planets dockring/mooring fixture. BTW, don't zoners have a sorta "no-fire" zone around all thier bases & planets, i doubt Zoners would remain neutral to Phantoms for very long if they started shooting up people that close to thier property.

Terrorists can. Phantoms can.

Keepers/Wilde can't (not sure why), but they almost excusively fly fighters/bombers anyways.

I know my opinion probably means about jack squat here, but i have to somewhat agree on this.

They sholdnt be able to kill/attack traders if they are in a cruiser or battleship, but then i think that whole rule should probably be changed anyways. A cruiser without fighter/gunboat backup most definately wouldnt let a trader dock on crete with a load full of passengers. Keeper in a cruiser/battleship absolutely wouldnt let the trader get away if he was carrying 100's of brains. But, I do not think "pirating" in a cruiser or battleship should be allowed either.

Needs to be a middleground somehow. :)
