To our allies in the Liberty Navy,

Following the successful initiation of Operation Union Flag, and the flurry of new diplomatic activity our joint training programmes have sparked, I have received instructions from the Bretonian Defence Ministry to commence a more offical formalisation of our current Treaty governing the security of the Magellan and Cortez systems. There is some debate amongst our lawyers as to whether the existing Independent Worlds' Treaty is still valid following certain constitutional amendments, and we therefore consider that the time is right to begin drawing up its successor, which has been provisionally titled the Treaty of Curacao.

This Treaty is hoped to be far more structured and in-depth than our previous agreements, and we would like it to aim to tackle 4 central issues;


1. The rights and limited juristictions of the BAF and LN in Magellan and Cortez, to fight piracy in those systems

2. The security of traders and other official vessels passing between Liberty and Bretonia, through the establishment of secure and escorted convoys

3. The protocols for joint BAF / LN military operations in those systems, with measures to enable organised cooperative operations, with a joint command system

4. The extention of our laws to ensure that anyone pirating trade in Magellan or Cortez is treated as a criminal and enemy combatant by both our Houses.


As a possible appendix to the Treaty, I consider it may be in our interests to discuss the question of extradition of certain specific criminals to face trial for their crimes in Bretonia and Liberty.


In order to discuss these matters further, and hope to come to a common agreement on what the text of this Treaty should contain, I cordially invite any senior representatives of the Liberty Navy and Government to a meeting and dinner onboard the Bretonian Embassy in New York, to be scheduled at a time convenient to yourselves. Provisionally I have booked the dining suite with the Ambassador for 22:00 GMT (Galactic Measure Time) on Sunday. Do kindly advise on which officials shall be attending this informal discussion meeting, so that a guest list can be compiled to avoid infiltration by terrorists or spies (or worse, journalists).
I may consider it prudent to change the time of the meeting in order to accomodate as many of you as possible. I am sure the LN High Command can decide which of its officers are suitable to attend, though I also feel I should tell you that His Lordship the Ambassador, as our honoured host, would expect good manners both at the dining and meeting tables from all of his guests.
