Dear Sir,

I appreciate the sensitivity with which you are approaching this important issue. I am not sure I will be able to attend the meeting, but in the meantime, allow me to offer a few thoughts for consideration:

1. Claus-Solais is mostly correct in what he says, although he is not authorized to say it. I am not sure what prompted his interjection here, but I will be your contact for any official dealings with the Guild.

2. There is a 5K spherical no-fire zone around Freeport 4, and that will not change. The only exceptions are self-defense when fired on within that sphere, and IMG forces enforcing the policy. No operations by BAF or LN should impinge upon that policy.

3. Also, we are instituting a ban on capital vessels being based at Freeport 4, with the exception of IMG personnel. Capital ships tend to invite trouble, and that is trouble we do not need.

4. Any intention of basing naval personnel from either navy at Freeport 4 would need to be approved by the Guild. At this point, I am not entirely sure we would approve that, but we are open to the discussion.

If I cannnot make the meeting, I would hope some provision would be made for communication with myself and consideration of our position.
