Neutrals to nomads cant be.
The lost battlestar is aligned to nomads. And the admin stuff is sold there. The idea is that the nomads being hostile to all stops non admins to dock there and get the uber stuff that is sold there.
So unless Igiss adds a new base in next version aligned with the admin faction, Nomad rep will stay as it is now.

the last thing we want is paople getting the hands on infinite shields, and 25k4 weps.
