This is not exact the same as what you are talking about, but it is similar enough.
Right now, the niche that you are attempting to occupy has been taken up by the Angels. Even if you were to create one of these factions, I would suggest that you give yourself more time on the server. There's no need to rush and jump into things like creating and running factions. Take things slow and enjoy the game.
