Choice. People chose to join/make that faction because they wanted to.

They clearly don't want to be KNF so it really makes little sense to tell them to fill it up. You wouldn't join a faction you didn't really want to unless you had a very good reason (such as being concerned over inactivity etc but that happens mainly with those who have been around for a while)
