But I agree, now cap ships should not be able to collect bounties on anyhting other then cap ships. Also any raids really should be coordinated this way folks who want to be out of the way can be. BUT this also goes both ways. Not sure how many times I saw multiple lunch boxes floating through New london and Cambridge this past holliday season.

@SigCorps: Whether or not Guard tagged and IDed ships can hunt bounties within their ZOI in the upcoming mod is a matter that is still unclear to me. In my view, any ship up to a gunboat should be able to, in good conscience, regardless of belonging to the Guard faction.
When I think about the larger BH capships (or rather warships), I consider them to be exclusively military assets. As was already pointed out, it doesn't seem terribly realistic to dispatch a warship to collect a bounty - even if the bounty is another large warship.
Instead, you would need a team of bombers, gunboats and possibly fighters, to take on the bigger targets. This would encourage teamwork and help foster a better spirit of fair play. If this model works, it would essentially separate the wheat from the chaff - warship pilots would have to adapt to this new role or scrap their larger capships for something smaller.
Concerning putting bounties on Order and Keepers - it isn't a totally unknown practice in wartime for the leader of an opposing faction to place bounties on particularly troublesome individuals. This sounds like a fun idea, as long as we find someone to provide the actual funds. Of course any BH can engage them sans bounty - they are enemy combatants, not some knuckle-dragging riffraff, who stole a shipment of boron from a hapless trader.
