what ID would you use if ?

so i was wondering say if you you had a ship and where a part of a group this group thinks that it's should be running the goverment of say rheinland like another party of goverment that failed to win or what ever just aren't in power for once reason or another aand has choosen to try and get what it wants buy say block aiding supply routes and killing off key aposing party memebers until there givin what they want say like land to govern over and then running that area as it's goverment just like the house's do
now it would be easy to call them pirates at frist and just give them a pirate ID
but the thing is there trying to become the lawful goverment of the area and already think they should be or are so mybe a military ID mite be better as they would be going around pirating people all willy nilly
just people helping the goverment in power by giving them weapons and such
as a group thinking there the right ful goverment of what every land or system it mite be they would not do anything to hurt the poeple of that land

so if anyone nows what type of id such poeple should use let me know becuase it's not always as easy as lawful or unlawful
