Well, you are pirating in the capital system of a major house. That's like complaining because all of Alpha mobilises against your lone IMG bomber halting cardi smugglers...in Alpha.

They may be out there, but is it easy to find them? Not if they're clever. Good pirates have strong situational awareness, and at least 3 different escape routes...
