You are probably talking about that 25 million thing. This is not exactly a tax, just a system maintainance cost of some kind. You don't pay it to anyone, I'll take the money myself from player (or players) specified by faction leader.

If faction doesn't pay, or cannot pay the whole sum, it loses one system per week - again, choice depends on the faction leader. Home system won't be taken away, but paying 25 million a week is quite possible even for one player, not only for a faction, so I think it won't come thus far.
