Changes to the BPA

Passenger licensing...I dunno, human cargo is always a hard one...they really shouldn't be taken straight from Cambridge to the O-5 hole, makes no sense =/ But what to do if they don't turn around? Shoot them? Thus killing all the people?

As for the Nomad Licensing, seems alright to me (I have a license on one of my ships:P), again, a tad tricky to enforce, but I suppose "neutralising the threat" (AKA, blowing the offending ship into small pieces) suffices here.

AFO gives the BPA character...although it's kinda dependent on the guy on the other side playing along...but I have heard of situations where someone refused to attack an unarmed BPA.

And, on another note, get more people active:P
