I'm sure that Baconsoda will do a fine job, hopefully the BPA will see more activity next version for a variety of reasons. You have my full support, both as Commissioner and Home Secretary.

Regarding the policies, I think the AFO is an excellent RP tool which is all but unique to the BPA, and getting rid of that would be a mistake. That said, players should probably maintain one armed and one unarmed character, so they can respond to different situations if needs be.

Nomad licensing is, of course, important and I think it could be better enforced were there to be a set 1 million fine, say, for every instance of carrying unlicensed equipement.

Not so sure about the passanger licensing myself. On the one hand it gives the BPA more to do, but really passangers are not the kind of thing most people would expect needed licenses, so they probably wouldn't bother to check. On top of that, many of them will simply be rushing straight from Cambridge into the Omegas, with little chance to intercept them, and finally I consider that Bretonia is already discouraging trade and turning people against us enough with our Tau blockade, restricted military goods to Bowex, nomad licensing, bans on Kusari ships etc. Bretonia was meant to be a fairly lenient state, as shown by our relaxed drug laws, but we are in danger of losing that mentality and appearing somewhat totalitarian in our laws. I would therefore hazard that it might be best to quietly let the passanger licensing issue drop.
