Well, I'm actually here as the 'voice of military matters' for the parties, and you got it wrong Mal, its Aeon who's retired.
So, here goes: I think that this war should be fought over 4-6 neutral/contested systems and 2 "base systems". For the SCRA, the base system should be either O-49, or O-50. O-50 is empty, so it would make the RP a little hard. For the Helghast, i really don't know enough about your area, perhaps a system with a junker base in it would be appropriate. The 4-6 "contested" systems should be in the immediate area of those 2 systems, preferably offering multiple routes to get to each. The omegas would offer the perfect battleground in my opinion, they would restrict the use of capships, but still allow for a good fight, with loads of NPC's around. There should be a limit on the number of allies avalable, 2v2 sounds good to me. I assume the SCRA will be re-hiring the SSO|, as they were the only ones that were fully into the fight with us, and it would save the ELF and the SF the trouble of fighting a war that isn't theirs.
So, there should be several guidleines for the War:
1) Dead is dead. If you get blown up, you are out of the fight for good, no best out of 3 avalable. his adds an RP element to the combat, and makes it more likely for players to use reasonable tactics. IF the combat starts up again within 10 minutes, you are still dead, beyond that, feel free to regenerate.
2) Combat in DESIGNATED SYSTEMS ONLY. Also, traders WILL NOT be attacked, otherwise the war will get bogged down due to lack of funds.
3) Capital ships can not be used in groups larger then 2. this saves everyone sitting at home blazing away in their BS at each other, and adds some realism to the fight. Most navies in Sci-Fi have alot more fighters than cruisers.
4) If there are 3 SCRA on, and 1 Helghast, Only 2 of the SCRA may fight. This way, it saves us the problem of overwhelming forces crushing the opposition. Let us say that each side may only have numbers +1 than the force opposing them. So, 3 vs. 4 is acceptable, but 3 vs. 6 is not.
I might upgrade this list if i think of something else, but that all I have for now. I believe that this war can be turned into a recruitment tool for al factions involved, but still retain an element of real combat.
