If you want realy RP in NY do it corectly (guerila strikes from Buffalo and field around against LN or Police and quick fall back, propaganda, smugling).... Texas, California, Colorado... are places to do bigger mess like epic battles and borderworlds are real source of money a.k.a piracy spots.
