Sounds fine to me, though we'll still get people who can't be bothered to read the readme or look posting questions about 'wheres so and so ship?' and 'how much is so and so ship?'
Unfortnuately theres no way to remove some peoples laziness...
Igiss has said that the nomads will never be a faction like the rest because he doesn't want players to be able to get a neutral or friendly rep, especially since there are no nomad bases or stations to land on so you'll never be able to buy, sell, or mount any weapons, equipment or loot you get once your friendly to the nomads because everyone else will shoot you on sight.
Igiss has also said he's not going to do any nomad bases or stations either.
