Yes, he can dump the contents to the USB drive, provided, he doesn't use the infected PC to do so:)

If you have access to another computer, it might be easier to just clean the drive using the Av on the 2nd machine.
Anyway for installing, you'd need a CD drive... buy that and install OS with the format drive option as suggested above.
