Simply look to offload the incoming contraband on Junker bases, and Corsairs have a fair number of routes, most obvious of which being light arms/Artifacts.
The real problem with factionalised smugglers is that, while Republican may export diamonds all the way from New Berlin to Kyushu or Leeds, the smuggling routes are managed in stages. Corsairs take the artifacts to the Hawaii, Yanagi or Trafalgar, from whence the Hogosha/Junkers distribute them. The same is true for cardamine. Outcasts will take it as far as Mactan or Buffalo, and, from there, Rogues, Hackers and Junkers will distribute it throught Liberty.
However, this is not easy to replicate in game mechanics. While one could make artifacts sell for $100 on Crete, buy and sell for $1100 on the Hawaii, buy and sell for $1850 on Leiden and sell for $2100 on Manhattan, this may make it profitable to be a Hogosha smuggler and run artifacts on their leg, or a Corsair smuggler to supply the Hogosha hauling from the Hawaii, there will always be "independant", tagless smugglers going start to finish, in order to make the most profit from each unit of their cargo, whatever the lore states about how the contraband should be handled.
