Zelot is quite right in his latest post. I have, in fact, taken offense to the little amount of research you have done into the factions already in place, such as my favorite faction in Disco, the Artisan Farmer's Alliance. At the moment, Kusari does have little love or tolerance for Outsiders. That is a fact of the RP in place here. The KNF might wave and smile at them, however, there is little done to stop factions such as ourselves to stop them from pirating or anything of that sort, though we respect the KNF and KSP as to not put them into a position where they have to arrest us. Kusari relies on foreign shipping, yes, but there are ways to dissuade foreign shippers from entering core Kusari space. Border stations should serve the purpose of trade hub, like Atika, and Deshima, and that is the goal which my FA is trying to achieve. Saying Kusari doesn't like gaijin around because there are NPCs there is like saying that the Bretonians like Samura because they don't shoot at their NPCs.
Onto the alien threats, you are here to protect Kusari, are you not? It is a waste of resources to protect anywhere else. The point of looking into another house and seeing them under alien attack is to understand what you will have to fight at some point. If they ask for help, go for helping them, but if they don't, don't do it. It's insulting. It's like being in high school and trying to pay for your girlfriend's mother's gas money because you're her boyfriend. It's just plain insulting to the other house to be asked if they need help.
Furthermore, how exactly do you know about the alien threats? Online player list? In RP, you shouldn't. It's not like the houses send detailed reports to each other on what their military or covert operations is doing. You shouldn't know about a Wilde in Frankfurt or Cambridge or a Keeper in New York or Colorado. It's silly to think you would.
On the note of your intended purpose, staying out of the war is fine, but when the war comes directly to you, what are you going to do? If a Privateer is in Kyushu, it is the duty of the KNF to take care of them. Are the Bretonians and Pirates not also harming Kusari when they are within Kusari space? Even more so than aliens that are not, I would say. It is the duty of the KNF, no matter what wing, to dissuade any pirates or Bretonians from entering Kusari space, especially when they think they can control it.
If you want to act more secret-agenty, the not looking into contraband is enough, I think. Also, if you are going to support the artifact trade, I believe that you can give artifact movers the benefit of the doubt and assume they are working for the Hogosha, or give them no mind, just as any other smuggler.
