1. They may well be deliberately faulty.
2. They may be a cover for espionage operations.
3. It puts money in the pocket of the rheinland government, which is extremely bad given the above.

1. Thats just bad business sense. Unless the trader blatantly expresses that his destination is Liberty, I somehow doubt that they're going to take a magnet to the Mech's electronics or a hammer to the weapon's clip. Otherwise they'd be shipping rubbish goods across Sirius and would, in the end, go bankrupt.

2. Like, "Here's some weapons, rejoice, kinsmen! Oh dear where's the bathroom? Maybe this password locked terminal might tell me! *cough*" Not quite sure how that works, but maybe I misunderstand.

3. Might I point out that money was pocketed by the Rheinland government at the point of purchase by the trader? The fact that its been done is a bygone, at least Liberty might still benefit if the weapons are indeed functional.
