Two thoughts:

It would seem the embargo would increase the potential for smuggling, in theory. It gives a huge opportunity to smuggle goods that aren't completely illegal. But then, it seems there are too many people just plain ignorant of things to make it fun to try and stop.

Secondly:

Why would Planetform do that though? Samura is supposed to handle that sort of thing in Kusari and, in fact, they're in a much better position for it anyway given they supply Alien Organisms, too.
