From: Council of twelve (Q12) of the Colonial Remnant
To: Arris

The complete and rewritten treaty is now clear on all counts, however there are two things that we must have in the treaty:

1. the abililty for both sides to scan ships ( and that does not include demanding cargo)

Quote:QUOTEthe abillity to scan ships should be a two way arrangement . There is no goal for a treaty, if it cant be uphold.

True, and quite contradictory, as the definite purpose of the treaty is to eliminate suspicion and the need to scan cargo. Thus the limitations and assurances within this new treaty. If the aim is to create a civilian policed no-fire-zone full of new business opportunities, such "safety clauses" would only conflict against their aim.

I have no more chance to prevent you from e.g. scanning or demanding cargo, as you have in preventing me. But that would by definition mean the treaty is not respected, not that the treaty would prevent such possibilities. And if the treaty is not respected it's a useless treaty. I am quite sure we aim at a soup, both of us have to (and are willing to) eat together.

You note that one goal of the treaty is to eliminate suspicion. There is no simpeler way to that than to allow both sides to scan the ships . Scanning the ships is not our goal , but we and you should be able to check if the treaty is still valid.

We the Colonial Remnant have no objection of beeing scanned or even halted for a scan (exept in hostile areas like sigma13 can be), the reason is that we have nothing to hide. That is exact the same reason why we want to have the permission to scan your ships. Since you should have nothing to hide from us aswell.

2. Both sides must have a faction tag in the agreement so it would be clear to what ships the treaty applies.

These two points are the only ones that keep me from forwarding the treaty to the Q12 for a vote. Please consider our point of view, we are no police faction, but the slave trading to OC territory via the IMG/CR zone of influence is against everything we stand for and does damage to our cause. Therefor we need to be able to scan your ships.
