This idea has been around for some time, and was actually somewhat implemented during the QCRF days.
Generally the Bretonian Intelligence Services subfaction consists of MI5, and MI6, defined below:

Departments
Both Departments are answerable only to the Cabinet and the Queen. The two Directors are appointed by the Prime Minister with Cabinet approval.
MI5 : Department of Counter Intelligence and Security
Role - Internal Security/Counterterrorism. These range from protection of the Queen, Government Ministers and other VIPs, defence of government installations, counterterrorism activities, investigation into internal traitors, and any other Classified Security Operations neccessary for the Defence of the Realm, but beyond the work of the regular BAF/BPA.
The Security Service, commonly known as MI5 (Military Intelligence, Section 5), is Bretonia's counter-intelligence and security agency and is part of the intelligence machinery alongside the Secret Intelligence Service (SIS or MI6), Queen Carina's Government Communications Headquarters (QCHQ) and the Defence Intelligence Staff (DIS).

MI6 : Secret Intelligence Service
Role : MI6 is the branch that deals with covert-ops missions, recon/exploration, and espionage/sabotage. MI6 also facilitates missions with the Privateers and Bretonian Armed Forces incursions. Agents also go in behind enemy lines, (or into any territory for that matter) and bring back lost or captured pilots, for Her Majesty's Forces and Allies.

up to 9 Secret Agents (referred to in reports as 001 - 009)
Naming Convention : No restrictions, as befits a secret agent. Naming Convention : Firstname.Lastname
Ship/Weapons/Tag : Depends upon current undercover assignment. Corporate ID/Tag can be very useful. Ship consistent with undercover ID/Tag.
ZOI : Unlimited, except Guard Systems. (Secret Agents, after all) Some ZOI restrictions may apply due to undercover Tag/ID.
Joining Qualifications
- Applicants to MI5 must have already served with either the Bretonian Armed Forces, Bretonian Police Authority, or other Government branch for an extended period of time (more than 4 months. Proof Required). Recruitment to MI6 by invitation only.
