I enjoy the thought. We do need something like this.

Dieter, is MI5 in the following roles - escorting traders, protecting against piracy, helping BAF/BPA - going to actually take away from BPA? Other than contraband issues, these are BPA tasks, and I'd be afraid players would want the "sexier" role of MI5 over being a constable.

Though I didn't think of it, and it is somewhat of a concern, I do believe that the invite-only nature of the faction would remedy this quite a bit. Anyone who just wants to use their power to bully people around in a lawful ship is someone I wouldn't quite want in the BPA anyway, though, I have to say that this isn't quite the case at the moment.

I'm convinced that anyone who would be invited the the BIS would be quite attached to their BPA/BAF in any case and would want to keep their BPA/BAF in addition to the BIS ship.
