Plus, I wonder how supergate on the other side would be constructed if communication could not go through back to Sirius, unless after who-knows-how-long time.

Would all materials, food, crew and etc, including for unplanned obstacles and set backs be brought through?

Or would a constructed gate on Sirius side be "jumped" there? Interesting topic actually.

Supplies and components would have to be sent through disassembled. Depending on the size of the Supergate, one might feasibly be able to send a Barge through.

Ships with Jump Drives would be required to return to Sirius prior to the completion of the return Gate. For communication, FTL transmitters already exist - but there would still be some delay between Sol and Sirius.
