EDIT: The subject of the ship(s) aside. The ones of you that are also part of the [RM] faction know that we have one field manual that we distribute to the new recruits once they are accepted to the faction (I even noticed that you have used a good deal of its contents in your proposal).
I wrote that manual some months ago and it needs revision. I would like you guys' help in that, because the manual deals with the laws of Rheinland, and now that you are about to become (officially) part of the law enforcement in Rheinland, it's only natural that you get to decide with us what those laws will be.
Also, even though it's been stated in our forums that the [RM] mandate doesn't include smuggling disruption anymore, the manual (being an old publication) still lists it as one of our activities. I will be changing that as well. What I wanted to do aditionally, was to at least state there what is the role of the police in Rheinland and how our pilots are expected to interact (or not), and for that, we (you specifically) first have to come up with a clear description of your role, a mission statement, for example (from the [RM]'s manual):

See that I highlighted "regulate"? With the introduction of the RFP, I'd specify what that means within the mandate of the military, so that smuggling disruption (civilian control) isn't interpreted as being part of our jobs. Even though it would still be deemed, by the laws of Rheinland, to be a criminal activity.
Bottomline: I don't know if you intend to create a manual of your own, but if you do, it would be interesting if both RM's role is clearly specified in the RFP manual and vice-versa, so our pilots won't step into each other's toes while in space.
