Maybe it's because their almost exclusively VHF-based roleplay (they really have to be commended for that, as a Corsair I greatly enjoy fighting with them knowing they aren't going to BCspam us) is now being ruined by the frequent Kusari fleet spawns inside Bretonian space?

That makes around 0 sense. Kusarians never travel through Orkney, and this has nothing to do with ship preferences.

I view it as a desperate attempt from a falling house to keep some reigns and an illusion of control in a system they can't access, let alone defend.
