Perhaps another server running on another core or even another computer? Larger MMOs typically have multiple servers to choose from.
1. Let's have a whip-round and donate money for another uberserver so we can have 300 people on.
2. Let's get a similar server to the one that exists now. Put all the unlawfuls on one, all the lawfuls on the other. Point the servers at each other and see who wins.
