Agreed, though you can't simply say "Anyone rushing to gallia hasnt read anything about gallia"
So its basically a blame game made of assumptions.

I agree with this entirely.
Rushing in, trying to stick your foot on one of the positions of power before anyone else, and appointing yourself as leadership is ridiculous and rude. Even if you say you'll allow anyone to come in and make factions and characters beside you, it's difficult for others to do so. Say there are two separate player factions for a single NPC faction, and they each have policies or laws. Now, say some of those were to conflict in a serious way, who would you listen to? Does one player faction have the right to overrule the policies of the other, is it fair to the other faction to be under the same NPC tag with an entirely different interpretation of the faction's role?

So far, the only other Council Faction group iv run into has been those that are now the Southern Council.
No policies with them have conflicted with ours in the Northern Council, as everything has been discussed and agreed upon as a collective Council. Should a third or even a fourth council faction appear, they will welcomed the same way and invited as yet another section to the council as a collective group.

In no way has their been any "This is what I say, This is how it will be done" statements.

Would this happen? I'd like to think so, but probably not. Each would have arguments as to why their faction roleplay fit the NPC faction better, and why the other faction was in error. The players who couldn't be there to join in with the initial position grab would feel left out. Those who rushed in and grabbed up positions as fast as they could would feel like they were being shoved out of place.
Do we really want a "I was here first!" epidemic?

Same thing i said above regarding all decisions being agreed upon by not just 1 person, or 1 group, but all council members. That merge idea is basically what happened between the CS and CN, while still keeping both groups separate. The only way for a player to feel left out, is if they didnt include themselves. Xoria made a thread for GRN GRP and Council players to post in, they should use it i think.

Personally, im open to suggestions, ideas, improvements, anything of the sort. If admins didnt want RP to happen in 4.85 Beta. They should have put a huge sign on it saying "DO NOT ROLEPLAY". And if only the official testers could do anything within Gallia.. Why not keep it a Private Beta?
