The only thing the Discovery community has to do is test and see if they like it or not. Heck, we are already in the Beta stages of a new Mod and people are voicing their opinions on what the don't and don't like.

As for implementation, the Bretonian-Kusari war has already escalated to the point where Kusari has successfully put a foothold into Bretonnian Space. Thus, making a carrier more prudent in operations. Also, with the Liberty-Rhienland war starting to heat up, forces are going to start to build along the two systems that border them. The Carriers are going to be the ones that maintain the Fighter and Bomber Squadrons.
