Why is it insulting? A fictitious character calling another fictitious character names is now insulting? Zygoeths was banned at laughing at hundreds of thousands of innocent people being killed because of their skin colour.
Now, if a fictitious Phantom character laughed at hundreds of thousands of fictitious people dying because they were a different race from him, would that earn a ban? No, it wouldn't, because Phantoms aren't nice people. The player might be, but that's irrelevant. Some of us play villains, you know.
War, especially on the scale that the Bretonian/Kusari one is at, brings out the worst of people. Calling folks 'dogeater' isn't anywhere near that stage.
