We NEED useless ships.

For example:
How do all the workers(or guys working in offices) get from their home planets to bases where they're working? Obviously he has a civilian ship with no guns, used only for transportation. Or maybe a "taxi" ship, or "bus" ship gets him there. Anyways, both of these ships would have no guns or such, at least by my way of thinking. Do you see taxis, personal cars and buses with guns in real life?

And no, if the officer has life, then he's not spending all of his life on some random company station. He needs transportation, civilian(AND cheap) one to get him to his destination. By my logistics, for an average guy, an armed craft would be too expensive. Police does the protection job.

That's my way of thinking.

I wrote a really funny FL story, but it disappeared when the old forum went away. So, no lulz for you today.
