I'd personally go with 0%. Why? A certain RP experience which lead to my Large Train being shot down less than 1k from the Planet Pittsburgh mooring fixture (Kudos to Pitchfork by the way, for making that journey just a litle bit more interesting, and being the first person to manage to kill my trader). If the phantoms got that buff, then the feeling of "so nearly" escaping, or "almost" defeating them, would be gone, since you'd feel that you were bound to lose against them from the start, rather than it being a hard-fought defeat. You'd probably just feel bitter about it because of their buffed weapons, wheras with a more even playing field, it still feels like, if you defeat them, that you were lucky to fend them off, since, the Phantoms do have a very strong RP reputation for being fearsome.
